Note the dialogue exchange about seagulls and pizza. It’s becomes pretty clear that this cocky d-bag angel is indeed a decoy sent by Metatron as a means of distracting Castiel and the Winchesters. Much like the seagull “flapping around” and distracting the girl eating the pizza in the story.
He says later, to the Winchesters, “What if I’m a decoy?" Even the word, decoy, is commonly used to refer to birds, or imitations of birds, used by hunters to attract other birds. So the seagull story is also particularly fitting in that sense. This guy is Metatron’s seagull “flapping around” by acting all pompous, whom Metatron is using to attract other angels (Castiel).
Sooo, what of the pizza? “No one had any pizza after that.”
